Qatar has launched Doha Investment, a dedicated investment platform owned by Qatar Investment Authority, with a mandate to manage and grow QIA’s domestic investment portfolio while supporting a larger role for private capital in the country’s next phase of economic development.

Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani announced the platform in New York on September 20 during the Qatar Economic Forum UN General Assembly special edition, according to Qatar News Agency and a separate statement from QIA.

QIA says Doha Investment will operate with its own mandate and board while remaining wholly owned by the sovereign wealth fund, creating a distinct vehicle for active investment, partnerships and value creation in companies tied to Qatar’s domestic economy.

At launch, the platform’s portfolio contains more than 40 companies operating across more than 80 markets, spanning financial services, transport and logistics, telecommunications and technology, real estate, hospitality, food and agriculture.

The portfolio includes established groups such as Qatar Airways Group, QNB Group, Ooredoo Group, Qatari Diar, Katara Hospitality and Hassad Food, and QIA says more than 20 portfolio companies recorded revenue above QAR 1 billion in 2025.

Beyond managing existing holdings, Doha Investment is intended to help build new national champions in priority areas including advanced technology, manufacturing, supply chains and healthcare, with QIA also identifying Qai, a national artificial-intelligence platform, as part of that broader development agenda.

The stated model is not limited to providing capital, because Doha Investment says it plans to work with management teams on growth and competitiveness while also partnering with local and international investors that can bring expertise, technology and access to markets.

Qatar’s government has linked the platform to efforts to deepen domestic capital markets, build more resilient supply chains, develop national talent and expand the private sector’s role in a diversified economy, although those are policy objectives whose eventual results will need to be measured over time.

In his launch remarks, the prime minister also said Qatar expects to bring forward approximately USD 38.5 billion of new infrastructure projects over the next five years, including public-private partnerships, alongside separate real-estate and hospitality opportunities expected to attract about USD 22.5 billion in private investment.

Qatar News Agency reported that those opportunities include the Simaisma Beach project, projected to attract about USD 5.8 billion, and that the combined infrastructure and private-investment pipeline described in the speech exceeds USD 60 billion over five years.

Those project values are forward-looking government estimates rather than completed investments, and they should be distinguished from Doha Investment’s current portfolio, which already consists of operating companies and domestic assets under a newly defined management platform.

The launch therefore creates an institutional structure for QIA’s domestic portfolio while also signaling an effort to use active ownership and partnerships to support company growth, but the practical impact will depend on future transactions, governance decisions, capital deployment and the performance of portfolio businesses.

The next verifiable milestones will include disclosures on new investments and partnerships, any changes in portfolio composition, progress by the companies identified as national champions and evidence of whether the platform expands private-sector participation and capital-market activity as intended.
