Saudi Arabia’s public consultation on a proposed amendment to Article 13 of the Executive Regulations of the Telecommunications and Information Technology Law has passed its stated August 18 feedback deadline, according to the Saudi Press Agency.

The Ministry of Communications and Information Technology put forward the proposal through the Istitlaa public consultation platform. SPA said the project is intended to improve clarity around the requirement for a licensee or registrant to obtain the regulator’s no-objection when making a substantial change to senior management.

The existing executive regulations already require a service provider to request the Communications, Space and Technology Commission’s no-objection for a substantial senior-management change. Article 13 specifies supporting information for such a request, including identifying information and a curriculum vitae showing relevant experience. The current executive regulations remain the operative reference unless and until an amendment is formally approved.

The underlying Telecommunications and Information Technology Law separately requires the regulator’s no-objection for substantial senior-management changes involving a licensee or registrant.

Passing the consultation deadline does not by itself mean the proposed amendment has taken effect. SPA described Istitlaa projects as being opened for public, government and private-sector feedback before approval.
